Oh crap, that was a storyline many people hated, Hiro having a mind of a 10 year old blah. I'm probaly going to be fast forwarding through his storyline now, unless things change.

I'm not sure what he was trying to do but it didn't look like he was erasing his memories. Whatever his ability is Samuel obviously thought it would have been an effective weapon against Hiro but it didn't turn out that way.
Perhaps neither Samuel nor the guy knows how the ability works. They just assume it can erase memories when it really can't. |
