Edit: Just thought of tihs maybe Sylar has the power now to turn human beings into gold. He could turn his enemies into gold to keep them out of the way later on. That could be his advantage there.
The abilities Sylar obtains aren't need based, as others have already explained, he takes any ability he can get to feel special, and as
Abolyss said, he feels that most (up until Claire, I suppose) don't deserve their abilities because not all embrace them.

And how he knows they have powers is because of his original power.
When Chandra (I think) first met him he told him his watch was broken without even knowing
and then he met someone with powers and told them they were broken.
