The only reasons I can think of Tracy, rather than Barbra, being with Arthur, apart from the fact that she already works with Pinehearst, is that she wants her power taken away just like Elle does. She did seem quite scared of it at first but she was starting to realise her potential when she was fighting Mohinder.
