Right so I have a somewhat plausible theory on Claude's return. My theory is based on the title of the volume 4 premiere.

'A Clear and Present danger' I think that this refers to Claude Who is on a revenge mission of some sort and he can be Clear (Invisible) and He is currently Dangerous.

This may be a wacky theory but let me hear your pro's and con's.

Season 4 "Fugitives" Episode 1 "A Clear and Present Danger"

I'm afraid it just means that 'our heroes- which ones?' are declared war upon by the US government.
But those titles can have more than one meaning in the episode.

I'd love if it were Claude. But what would bring him out of hiding?

This has been discussed at length since Volume 1. As far as I've seen, no-one has come to a definitive conclusion as of yet.
