So i was thinking how all the heroes got the powers around the first eclipse season 1. also how when Hiro is back in time in season 2 the eclipse comes and Adam gets his powers. So when the next eclipse comes im guessing from the promo that people start to lose the powers.
my theory is that maybe since peter has no power when the eclipse comes he will get at least Mimic back while the others lose theirs so he will have a power but since no one else has them he wont in a way...
Also why would this eclipse take away powers when the others have not.
Power Mimic
Who knows? As many have said the eclipse has been more symbolic as many Heroes were using powers before the eclipse. We'll just have to wait and find out I guess.

If there's going to be scientific mumbo jumbo to explain how the eclipse affects powers, I offer this:

During a solar eclipse, gravity is affected slightly, because the sun and the moon are in the same line, at the same declination. Perhaps this slight shift in gravity is just enough to alter the proteins in the adrenaline that provide access to abilities. Maybe all heroes 'lose' abilities during eclipses, as the function like recharging periods for the proteins. After the eclipse is over, all powers are restored.

Peter wouldn't feel his abilities come back once the powers were restored, because the writers like keeping him in the dark about his own powers. It would happen in a cliffhanger, in which Peter uses an ability at the last second, and leaves the audience with a stunned 'Yesssss!'

Of course, this theory doesn't explain the scar, unless Peter somehow loses his empathy (not the power, just the ability to empathize). Future Peters don't seem to be very empathic. Always cold and skitchy.

There was empathy deep down, he needed Nathan's forgiveness.
He just believed that it had to be done for the greater good.

Probably something along these lines. I'm thinking it will be likened to the basic premise of astrology...
