Actually the writers casted Bob, not to look like your typical villain. They were even considering having a woman play the part. That's one of the main reasons I think he's the "boogie man" and Parkman's Dad.....think of how big of a reveal/plot twist that would be! I put my money on it, Bob is the boogie man. yea I know that too, but im thinking what the writers would do.
The writers want to ofcourse have a good storyline with interesting plots and twists.
But if Bob were the nightmare man... People wont feel so frightened... You get what I mean now?
I know that if he was (I dont mind that) that it would shock us but not petrify us when we know its him.
The writers want to ofcourse shock us but also make the person whos the nightmare man look evil.
Think about Sylar... When you watch him he makes you feel petrified by his looks and acting. That makes it so good about Zachary Quinto. Same goes with Noah .. We all thought that he was evil, but in a sense he is evil because of his actions and this makes him so interesting.
With Bob you just see a nerd stereo type with a very nice ability to say it simple (not trying to insult anyone

He is evil but doesnt look like a monster like Sylar is...
If you saw some rage of him or something then I will withdraw my opinion about Bob being the nightmare man.
Like Takezo Kensei, even though you see him being a hero.
He looks so evil even though his actions speak him as a hero.
About your analogy with Majin Buu, yes your are partly correct but as you also know.
Majin Boo doesnt look like evil but you do see his temper and then you know for sure that he is a monster.
When he gets mad then you know for sure that hes a monster.
Untill Bob hasnt showed himself in a rage or something then he defitenely isnt the nightmare man.
