I believe that HRG (Mr. Bennet) works for either Linderman, or the US government, in some sort of way. That has to be the way they connect HRG to Linderman!
I don't know how else they would tie Linderman into the story!!! I think HRG (Mr. Bennet) is getting ORDERS/ADVICE FROM LINDERMAN!
I think Linderman is telling HRG (Mr. Bennet) where all of the HEROES are, because he knows, and deals with them everyday!!! And I think that HRG (Mr. Bennet) works for LINDERMAN!

We certainly know that whoever HRG works for, that person has to be very powerful with plenty of money. We seem to be receiving clues that it could be Linderman and he would fit the powerful and rich bill.
Is there no end to what this person can do? As an example of Linderman's power is he must have called in a few favors to get someone on death row to confess to Jessica's crimes and the DA to drop the case. Now, why would he do that? Most likely wants to use Jessica to again do something for him.
A second example is that he must have some influence with the FBI, maybe has that red headed FBI agent in his pocket because she seemed way to friendly with HRG during the raid on Primatech Paper looking for Sylar. She sure seemed to be covering for HRG and in a hurry to get the SWAT/FBI agents out of there.
If it is indeed Linderman who is in charge, then he has to know all about the heroes and the powers that they are developing. A person with a lot of power wants more just as the old addage says....Absolute power corrupts absolutely. I suspect that Linderman sees the Heroes' power as a way to get more if he has them in his control. Isn't that what HRG said to Mohinder when he wanted Mohinder to work with him to help "control" the heroes? Of course, HRG may have just meant control their power to keep them from self destructing. We aren't sure about that yet.
Is there anyone else who could possible be HRG's boss other than Linderman? 1) Well, we have seen that Hiro's daddy, Mr. Nakamura has some big bucks in his pockets but he seemed concerned about his family business in Japan being subject to takeovers and having an heir to run it and it doesn't seem that Linderman is concerned with anyone or anything being able to stop him from doing whatever business he wants to. 2) The Petrelli family seems to have some loose change lying around but may be more of a front and any real wealth. After all, Nathan had to get a campaign "donation" from Linderman in order to finance his election.
I also wondered about 3) The Deveaux Society. This was Samone's father's, Charles Deveaux, company. We don't know anything about that company yet except that their slogan is "Helping the World Evolve for a Better Tomorrow". Is it possible that Charles Deveaux was involved somehow with finding and controlling our Heroes? He was obviously wealthy as he owned a building in NY and had a private nurse. Could HRG actually be working for The Deveaux Society? Who would be in charge since Charles death? Or is he really dead? Could Samone have taken her father's place and be in charge of the company now? Samoine seems very mysterious sometimes like she knows more than she lets on and has so many contacts with the various Heroes almost like she is keeping tabs on them (a watcher?). Or might it be a Board of Directors on which could sit any of the above meantioned characters? Could The Deveaux Society just be another front for Linderman?
Even if The Deveaux Society isn't who HRG works for, I feel that this company is going to be involved somehow. Remember in episode 13, The Fix, when we found out that Claude feeds the birds and Peter commented on the fact that it was at the same building that Charles Deveaux owned and I presume lived until his death because Peter said that he came there everyday. And then tonight Isaac painted his view of the aftermath of the explosion as seen from the roof of where he was, which I'm thinking is the same building, and Samone commenting on the birds and how her father said to just let them stay. Then Isaac said that he felt that "this place" meaning the building, the rooftop, was connected someway to all of this.
So there is some connection there that we don't quite understand just yet.
Oh, one more thing, I think that I remember from one of the interviews with someone connected with the show, it was stated that HRG didn't work for a government agency. So that would seem to put him in the private sector then. So not FBI, CIA or any other agency with initials. HRG told Hana Gitelman that he was CIA but we believe that he lied to her just to sweeten the appeal to her for the field work she so desired. So we might say we know or at least think that we know who he doesn't work for.
I am looking forward to espisode 17 Company Man when we finally find out HRG origins. Maybe who his boss is will be explained then.
