the company thought noah would be loyal to the company forever, hence giving him Claire. But it turns out that his loyalty was not to the company, but it was towards Claire.

hence, they were right, his loyalty to claire was all the way.

I think that what Bob meant by this was that Noah is a loyal person when you give him something to take care of no matter what the task is. In that case was Claire his task in the past and he was still loyal to her. At least when it came to keeping her away from the company.

Did someone of you noticed the expression on Bobs face when HRG got shot?
To me he seemed as if he was sad and almost about to cry.
So in my opinion, Bob actually didn't wanted to kill HRG, however, due to HRGs stubbornes, he knew it will be unavoidable at the end.
